Subsequently, on 1st July 2024, the Hon’ble Minister (Dairy) chaired a meeting with the major milk unions and farmer representatives of the state. Accordingly, on 2nd July 2024, the Minister (Dairy) made a statement in the House and announced a subsidy of Rs.

After this announcement, the government’s decision, with the cabinet’s approval, was implemented on July 5, 2024. At the same time, in the cabinet meeting on July 12, 2024, the government approved a subsidy of Rs 1.50 per litre for milk powder conversion.

The prices of milk powder and butter have fallen in the international market. However, to ensure a fair price for milk farmers in the state, cooperative milk unions and private milk projects have fixed the minimum purchase price at Rs 28 per litre.

Also, the government is considering increasing the milk subsidy from Rs 2 per litre to Rs 5 per litre, and now, from October 1, 2024, it will be Rs 7 per litre.

Milk Scheme

1) Milk-producing farmers were receiving a subsidy of Rs 5 per litre on cow milk collected by cooperative milk societies and private milk projects in the state. This subsidy has been increased by Rs 2 per litre to Rs 7 per litre from October 1, 2024.

2) From October 1, 2024, Cooperative societies and private milk projects are mandated to fix a rate of Rs 28 per litre for 3.5 Fat / 8.5 SNF quality milk, which will be deposited online in farmers’ bank accounts. After this, farmers will get Rs 7 per litre through Direct Bank Deposit (DBT) from the government.

3) A 30 paise per point deduction will be made for milk of less quality than 3.5/8.5 Fat and SNF and an increase of 30 paise per point for milk of higher quality.

4) For the implementation of this scheme, approval has been given to distribute subsidies to milk-producing farmers directly in their bank accounts through DBT using software.

5) The milk subsidy scheme will be implemented from October 1, 2024. However, after the government reviews the scheme, it will be decided to continue it for the next period.

6) As per the government decision dated July 12, 2024, the incentive subsidy of Rs 30 per kg for the export of milk powder and Rs 1.50 per litre for the conversion of milk powder will remain in force till September 30, 2024. After that, the scheme will be discontinued.

7) In July 2024, about 16 million litres of milk were collected daily through cooperative and private milk projects. Additional funds of about Rs 879.20 crore have been sanctioned as a subsidy of Rs 7 per litre under the scheme. This amount may be revised depending on the increase or decrease in milk collection.

8) To ensure that no eligible milk-producing farmer is deprived of subsidy, cooperative milk unions and private milk projects will be given incentives of 0.05 paise per litre for entering milk producers’ data into the computerised system.

9) The administrative department has been empowered to make changes in matters other than the financial burden related to the scheme.

Milk Powder Conversion Scheme

According to the government’s decision, a subsidy of Rs 1.50 per litre will be given for the conversion of milk powder from July 1, 2024, to September 30, 2024. This subsidy is now applicable on the conversion of 90 lakh litres of milk per day instead of the limit of 60 lakh litres per day. In line with this increase, additional funds of Rs 79.20 crore are being sanctioned.

The terms and conditions of the milk powder conversion scheme will remain the same as the previous government decision.

  1. To participate in the scheme, cooperative milk societies and private milk projects in the state must submit applications to the Commissioner of Dairy Development.
  2. The bank accounts of milk-producing farmers should be linked to their Aadhaar card and the Aadhaar card (ear tag) of the livestock. This information will be verified through a committee of the concerned District Dairy Development Officer, Assistant Registrar of Cooperative Societies (Milk), and District Animal Husbandry Deputy Commissioner.

Dudh Anudan Yojana Maharashtra 2024-General Terms and Conditions:

  1. The cooperative milk unions and private milk projects participating in the scheme must update the milk purchase account daily and submit it to the concerned District Milk Development Officer. The Commissioner of Dairy Development will also give a copy of this.
  2. The Commissioner of Dairy Development will ensure the final subsidy amount of the scheme by doing the necessary verification.
  3. The scheme will be regularly inspected under the guidance of the Commissioner, Dairy Development Department.
  4. If irregularities are found, legal action will be taken against the concerned cooperatives and private projects, and the subsidy amount will be recovered with interest. Also, the concerned teams/projects will be declared ineligible for grants.
  5. The benefit of this scheme will not apply to milk collected from abroad.
  6. The milk subsidy scheme will apply only to milk-producing farmers in Maharashtra.
  7. Farmers in Maharashtra will need to register their dairy animals (EAR TAG) on the INAPH / Bharat Pashudhan Portal.
  8. Farmers will be required to link their Aadhaar-linked bank accounts and livestock registration (INAPH) / Bharat Pashudhan Portal.
  9. The Commissioner of the Dairy Development Department will be responsible for strictly enforcing all these conditions.
